Deepening the collective forest reform requires solving four major problems

on the eve of the two sessions, Li Yining led the research group of the Economic Committee of the CPPCC National Committee to Zhejiang to conduct special research on forest property transfer and forestry finance. Li Yining said that the survey found four major problems that need to be solved

first, the forest right circulation system is not yet perfect. Forest land has both economic and ecological functions, and forest land circulation is different from cultivated land circulation. At present, the national forest rights circulation management measures have not been issued, the forest rights circulation lacks unified and standardized rules and regulations and supporting implementation rules, the forest farmers' benefits - "green manufacturing" and other cleaner production processes are becoming increasingly popular, and the benefits are not guaranteed by the system, so there are concerns about the ownership of property rights after the transfer

second, the standardization of forest right transfer is not high. In practice, the operation of forest right circulation in some areas is not standardized, and the spontaneous and disorderly circulation among forest farmers is relatively common. There are situations such as public bidding not in accordance with the law, contract simplification, change registration that should not be accepted, and change registration not publicized in accordance with the procedures, resulting in problems such as irregular forest right circulation procedures and contracts. The transferred forest land is often traded without professional asset evaluation, and the buyer and the seller reach a consensus, which leads to the low circulation price of some forest land and damages the interests of forest farmers

third, it is difficult to evaluate the mortgage value of forest rights, and the loan term does not match the forestry production cycle. At present, there is no unified and authoritative industry standard for forest right evaluation, and the human factors in the evaluation of forest right mortgage are more prominent. At the same time, the investment used for mortgage will create about 20 new jobs in Krefeld Uerdingen factory. Forest rights essentially include forest land use rights and forest ownership. At present, the mortgage value of forest rights is only judged by trees, and does not involve the value of forest land use rights, which greatly reduces the total value of forest rights evaluation. The forestry production cycle is relatively long. Generally, it takes more than 10 years for trees to become timber. At present, the mortgage loan of forest property rights is mainly one-year, and the longest is no more than 3 years, which makes it difficult for forest farmers to repay the loan and is difficult to meet the needs of forestry production

fourth, it is difficult to dispose of the encumbered forest rights, and large commercial banks are not enthusiastic about carrying out forest rights mortgage loans. Many counties (cities) have not established forest right collection and storage centers, the forest land and forest asset circulation market has not been fully developed, and the supervision and management institutions and risk guarantee mechanism are not perfect, which leads to certain difficulties in the disposal and liquidation of forest land circulation management rights, increases the concerns of financial institutions in issuing forest right mortgage loans, and affects the expansion of the scale of forest right mortgage loans. The main body of forestry and agricultural loans is scattered, the operation scale is small, the amount of single financing is small, the operation cycle of forestry is long, the participation enthusiasm of large commercial banks is not high, and the main body of loans is still rural cooperative financial institutions. Insufficient industry competition leads to high interest rate SEI and damages the interests of forest farmers

Li Yining suggested: first, improve the legal and regulatory system of forest right circulation; Second, encourage the implementation of forest land management right circulation certificate system; Third, unify the evaluation standards of forest resources assets and improve the evaluation mechanism of forest property rights according to local conditions; Fourth, establish a centralized trading platform for forest rights, and provide a mechanism for the disposal of forest rights mortgage assets; Fifth, relax access and develop forestry private banks that meet the characteristics of forestry financing needs.
